Of course , but if you are a poke and go , your FGA will tell you if it needs done 
I think it will depend on what defines a 'service'!
I have boiler cover with SSE, their annual 'service' used to include removing the covers, cleaning out the combustion chamber etc. It was a properly thorough job.
It is now merely a flu gas check and they are out in 10 minutes!

).Yes it should, but if the boiler is/was approx 1 year old, might not be needed.
Read the manufacturers instructions, if it's in there and they haven't done it ask why. If they say we don't include that, ask them 'so you don't complete the work to the manufacturers instructions, have the manufacturer ok'd this to you in writing and if so can I have a copy?'
Unfortunately David so many I have seen checking the expansion vessel involves pressing in the schraeder valve with their finger, if air comes out its fine, if wet needs new expansion vessel, you would be surprised how many so called engineers think that is how they are tested
They should also be checked when the boiler is installed but I confess I often remember after I've left the job. It's one of my frequent failings.
I bought an external one for an unvented a few years ago, checked it before fitting and no pressure, took it back to Mr Central heating they gave me a new replacement and told me just to skip the other, I pressurised it and still have it, it has held pressure ever since, must have been a mix up in production as its fine, never had a need to use it since but will be happy to if the need arises, have to cnfess I have never checked an expansion vessel when installing a boiler, I have had a few boilers faulty straight out of the box but never an expansion vessel. but agree would be a good idea to check before mounting the boiler
