Expansion vessel questions?

Hello

In the picture below, the rubber (bung like) in the opening of the vessel, is that part of the workings or does it need to be removed? I assume it stays.
I pressed it with my finger and it is very firm.

Also, can I install the vessal horizontal?
And do they come factory precharged to the correct pressure?

It's a Altecnic Expansion Vessel 8 litre.

I would check the pressure myself before installation. I would also use a schraeder valve tool to make sure the valve is screwed in tight.
It's the same fitting as a car tyre.
