Exposed foundations

Neighbors have exposed my garage foundation extending their driveway to the boundary.

Not convinced they'll be able to cover it when laying the final surface.

How does this stack up regulations wise?

No regs relevant to this quirk. If your foundations are too high for their final surface to cover over the top off they would want to devise and different finishing detail along that edge. The problem for a neat driveway edge is theirs not yours.
 
It's exposing the bottom of foundations when you should be worried.

Don't let them start chipping the concrete away though, and watch that the finished level goes back at least 2 courses down from that damp course

my guess is the type 1 hardcore will end up level with your foundation
