External concrete steps - repairing cracks

Hi

Looking for some advice on the most approriate mortar/filler/render to fix the riser on some external steps and make them weather proof again

The surface layer has cracked and in parts come away.(see pics) The broken pieces have a black bitumen like appearance and behind them it has crumbled where it met the brickwork.

What would be most appropriate to use in this situation?

I can't work out whether they have previously been coated with s/c render or asphalt? Can you enlighten?

The failure is probably down to water wicking up from the join with the paving and has broken as a result of frost or delaminating due to excessive damp and subsequent foot impact etc.

It will be difficult to get a decent bond at this point so a redesign might be in order.

It looks like asphalt to me, black and crumbly at the back, but i'm not sure.

The whole steps may need looking at long term, but I need a shorter term fix.
 
An epoxy render would be the best bet.
