External Garden Wall Rendered Water ingress

Just had my garden wall rendered.

The wall itself had been there for 20 years.

I'm pretty sure this shouldn't be happening after a bit of rain

Is this normal? And what can I do to prevent water getting into the render before I paint it?

Render shouldn’t go all the way to the floor, that will cause it to be damp. Also, what waterproofing has been done to protect the wall from the damp soil at the back?

Top seems like it’s damp from the joints in the capping stones. Could that just be because it had rained recently, and the pointing doesn’t have a drip lip like the coping stones?
