External insulation under render

While i was on hols in France, I saw some new build (in a mountain area) where the shell of the house was cast in RC, then slabs of a hard plastic foam (tighter and harder then polystyrene) was bolted to the upper walls, and a thinnish coat of render (looked like colured artex!) was applied over the top.

Haven't seen this in UK, is it done here, and might it be suitable for a house with solid walls and a pebble-dashed upper storey?
