External render/paint issue

The exterior of my house is peeling but I am not sure if it is just the paint or if this is render as well.

The peel is thin but textured and the stuff below is chalky (although not hollow sounding).

Can I repair by painting a stabilising solution and then using a textured paint, or does this need re-rendering?

you could scratch off as mush as you can then give i a tight coat with a render flicker try to mach in or just over coat the full panel
Id use a tight coat of rend aid then use a flicker and coat the full panel with weber pral m saves painting or use weber ocr

Any idea what it would cost to get this done professionally? Every panel needs doing.
