External Telephone line connection with earth wire

Our telephone line coming into the house is joined externally on the gable end. We are extending the side of the house so the line need to be repostioned. The external connection has an earth wire going to the ground. Is an earth required for a telephone line please?

older telphones with a bell on "party lines" did require an earth, new phones dont, since BT abolished all party lines some years ago
 
so there may be an earth rod under the tarmac? still who cares, new exchanles lines only need 2 wires. When BT changed all party lines to single lines why bother taking out the eath wire, it will be a new line ony 2 wires and a master socket required
 
If you look in the connection box you will see the earth wire cut away but has not been recovered,if it was connected you would have a faulty line,as stated this was for a party line when the earth was supplied at the customers premises,now the earth comes from the exchange
