External Tiling

Mother in law had ceramic tiles fitted to the 6 steps leading up to her front door and many of the tiles have come loose during the cold spell. The adhesive, dark grey in colour,The existing adhesive which also forms the grouting does not seem fit for purpose appears to be a very soft compound. Can anyone give me advice on how to reset the tiles and the best adheive to use for this pupose. .
 
I used mortar, and a mortar dye for the grouting on my front step.

Worked spot on an has surived the elements for a long time.
 
As above, use mortar.

A 50/50 mix of screed sand with plastering sand at a ratio of 3:1 with cement would be good. It needs to be mixed reasonably firm but pliable enough to lay the tiles.
