I'm guessing its where someone wakes up one morning and speaks a foreign accent. They pretend they cant stop and its a permenant thing. But its not. They are lying.

Maybe it's related to the annoying habit of raising the tone of one's voice at the end of a sentence, giving the impression that everything said is a question being posed?
