Hello,
We need to fit a new fascia board and gutter (about 10m in length) but the house is only 20 cm inches away from the next building. Is there a good way to access this from above in order to nail the board in place?

20cm inches? A photo would help, as I’m not entirely sure what you’re asking.

20cm? Thats 16" in old money. No room to get a person into that gap, never mind a set of ladders/scaffold tower!

I wonder if there is some way to put a bridge board across and work from above? You would need permission from your neighbours to allow you to place a board on their roof, place another board on your roof, and then a bridge between them for the builder to lay on. The builder would then lean over the bridge to affix the fascia board from above. Quite a rsiky way of doing it but I can't think of any other way except removing your roof tiles/felt etc and maybe working from inside your roof space and leaning out.
If you do find a way, (and someone brave enough to do it), I would suggest fixing the gutter brackets to the fascia before installing it. Then you could simply click the guttering into place before replacing the roofing material.

Correct. My mistake. That makes it an even bigger bitch to try and repair.

As mentioned a photo speaks a thousand words, even at 8", albeit tight is possibly doable, prolly with screws though rather than nails. Time to get the stubby screwdriver out perhaps ....

Lie flat on the roof facing downhill with someone holding onto your ankles. Not sure how you'll manage the soffit.
