fault on isolating transformer

can someone help me with this question please.
I have an isolating transformer to BS 3535 25V, which has a fault. What is the correct logical sequence of inspection and tests I need to carry out on this piece of equipment ? And would a multimeter be the correct test instument to use for these tests?

the transformer is being used for IP fated equipment within an inspection pit of a domestic garage i.e two bulkhead lights. its also has a socket outlet. NB this question theory based only and the particular fault is not stated. i have to determin the correct logical steps to inspect and test inorder to find type/reason for fault. (BS7671 doesn't seem to give details) can you help?
