Faulty internal light

A builder has removed some internal stud walls from a friend’s house leaving lighting cables hanging from the ceiling where the wall once stood. I helped him tidy up the cabling using additional cable and wago connectors. On restoring power, one of the lights (mains voltage) didn’t work and we measured just 30.6v at the pendant drop. There is dimmer in the circuit and all the live feed is single 1mm cable. Any thoughts please.

Voltage measured depends on the ohms per volt of the meter, likely measuring voltage due to capacitive or inductive linking, and in real terms open circuit.

Pictures are good, but clearly there is some error, to move cables and add to the circuit means you will need to raise a minor works certificate, if you have the skill to do that, you should also have the skill to fault find, if not, why are you working on the electrics?
