Faulty Radiator??

Hi

I have 1 radiator that really only gets warm. I have tried taking off the TRV, and manually pulling up the pin, but still only just warm. Its been bled+bled and bled. All the other radiators get hot quite quickly, exept this one. I suspect either the rad needs flushing, or is knackered. Can anybody advise
