Faulty stop cock cause water hammer /noisey pipes ?

Before I get an exspensive plumber out can anyone tell me if a faulty stopcock I.e gland packing or jumper in the stopcock can cause water hammer ? Lately it's been getting worse to the extent that when next door use water I now get it ?
 
Loose jumper - Yes
Gland nut / packing not tight - unlikely
Tap wrong way round - almost certainly
 
I would get a water hammer arrestor 20-25 pound from a decent plumbers merchants fit it just above the stop tap and try that's the rubber washer should take the sudden stop in water pressure and vibrate on the washer which you won't hear and also would stop the banging of the pipes aswell
