FCU not permitted for immersion heaters, really?

It's certainly not acceptable for the final connection to the immersion heater.
As I said, it's 'unusual', but certainly done/seen. It probably is not particularly 'acceptable' with standard PVC T+E, because of it's design temperature, but given that the water/cylinder temp should not be much above 60 °C at most, I'd very much doubt that standard T+E would come to any harm.

No - that was my point. In the latest Amendment, they removed that distinction, so that 1 mm² cable is now acceptable (subject, of course, to CCC) for any type of circuit.
