FCU or socket in a cupboard

Can you hide a FCU or socket in a cupboard as long as it's attached to the wall and not the back of the cupboard?

I know that you can't attach to the hard board back of a cupboard but can you leave the back off or have a cut out in the cupboard.
 
If its safe to do so, no problem. Avoid mounting an accessory on combustible material. Make sure the location of this is noted where future electricians can find it. Too many kitchen fitters (wash my mouth out) 'hide' fused spurs where no one would think to look.
