Felt used instead of lead flashing?

Had some roof repairs done yesterday, which included few tile repairs and repairing/adding flashing where the roof meets the wall.

Just realised from the pics the roofer sent that he didn't use lead for the flashing, it looks like felt?

Is this acceptable as an alternative to lead flashing, and will it last?
