Felt Wool Lagging

I bought some of this felt wool lagging from eBay.

I need it to stop some pipe making noises on the joists when the pipes expand and contract.

I noticed that this is felt wool interwoven onto a black plastic film.

Is this safe to wrap around pipes that will get hot?
