fence height

I've submitted plans for an extension and the planning officer wants a 1.9 metre screen fence between me and my neighbour. A screen fence seems eminently a good idea but the 1.9 metre dimension seems odd given that 1.8 metres (admittedly along with 2.4m) is a standard length for fencing materials. Visions of a huge pile of 500mm off-cuts in a corner of the garden! :)
Anyone any idea where the figure of 1.9 comes from?
 
Not a badgers but:

If talking about height - the fence panel should not sit on the ground anyway as you do not want it to rot, so it should be raised up a few inches with a gravel board at the base if required to fill the gap. I should think a 1.8m high panel would be perfect for a 1.9m high fence.
