If it's the case that the bolts can no longer fasten tightly to secure the fence tightly, then you'll need to replace the bolts.

Understand. Is the rust etc causing it not to tighen you think? Also if you do not mind what are the bolts needed for these posts
 
Also the other side as shown in thr image I can just get long wood screws like 90mm to secure it

Yes it looks like the rust has seized them.

To loosen the nuts:
You could try applying WD40.

Get a spanner on the nut, and then apply shock, e.g. hit the spanner with a hammer (be careful! wear eye protection if you are hitting it hard)

or

Try heating the nut ... but don't set fire to your fence (use a heat blocking board behind it)

To find bolts, search for "fence bolts". Get galvanised ones to resist corrosion.
