The CE should stand for CE Conformité Européenne, which is French for "European Conformity, but in this case it probably stands for something else entirely and will not have passed the CE inspection at all.

As I understand it (maybe incorrectly!), there is no such thing as a "CE inspection", in that, I think, the CE system is based entirely on "self certification/declaration". Is that not the case?

Not questioning the voltage it can handle more how waterproof it is? I didnt want to trust it on my 12vdc external lights..
