I have a Ford Fiesta 1.3 51 reg, and the fans don't seem to blow properly inside the car. The two fans in the centre console hardly have any power to them (on hot or cold) even on higher settings whereas the ones to the side by the doors blow with a lot more force.
It often sounds like there's something loose in the middle somewhere inside but I always assumed this was a leaf or something, it sounds just like a dry leaf blowing around.
But I've changed the air and pollen filters, cleaned those compartments out and still no improvement. I put the fans up to 4 (max speed) whilst driving and the noise got even louder and then i could smell electrical burning. I switched them off for a minute before turning them back on but they all seem to work still, it's just the middle ones don't work very well.
