Morning all,

I had holes in my ceiling plasterboard where cables where pulled in.. it was filled but looks a mess.. needs filling again and sanding back.

Any recommendations on the filler to use?

I have used Toupret powdered filler, you can add water to get the right consistency, and it sands well and smoothly.
 
I would second the Toupret but if you don't have sander connected to a dust extractor, the dust sticks to everything.

A filler such as Red Devil OneTime generates a dust that doesn't cling to surfaces. It is premixed and doesn't change colour when dry. A very thin coat will be dry by the end of the day.
