Filling a gap that requires sloping concrete.

I have a gap to fill between the sill of an external door and the garage floor which are at 2 different levels. I was going to fill with concrete but not sure if I can avoid it slumping or levelling out. I was going make the mix as dry as I could get away with but is a 20 degree slope too much to avoid this regardless? Any thoughts appreciated.

Do most of it with a dry mix, i.e. get the slope sorted then finish the top with some workable gear.
