filling a small gap around the perimiter of the ceiling

iv removed the victorian plaster from my living room walls but i left the ceiling as it was fine. Iv reboarded onto the joists, all is good except i am left with a inch thick gap around the ceiling boarder where the old plaster was thicker than the new boards.

The gap is about a inch deep and is dusty old plaster and wooden latts.

How can i fill / prep this gap before the plaster arrives to skim?

I'd leave it for the plasterer to fill it. He'll prep and fill that with bonding coat, and then skim the plasterboard walls. I would normally put a tape onto it as well, (all around the room in your case), before skimming, to tie the ceiling/walls in together.
 
how long after bonding will he be able to skim it?

Don't attempt to fill/do anything, you could do more harm than good; as the guys have already said, leave it to your plasterer to sort out.
