Filling gaps between external wall and concrete floor drive

Around the outside perimeter of my house, the concrete floor has come
away from the brick wall (a gap upto a few millimetres) as if the whole
house is sinking into the ground.
If I fill / point this with mortar, is there any water proof additive I should
add to the cement mix or use afterwards. Any other observations
welcome.

Fill if you want to, but a few millimetres is not serious.
