I have approx 1-2 inch gaps between the floorboards and the wall in my under-stairs cupboard. The draft coming up from below (under the house) is very cold and i want to plug the gaps. I also have copper pipes (both hot water and gas) running through which have large gaps as well.

What would be the best way to fill these? Expanding foam? Wire wool?

I've searched the site and seen expanding foam would be pop

Hardboard the cupboard floor then lay underlay/carpet.
