Filling holes and seams in lining paper

I’ve just moved into a new flat, and the living room walls all have lining paper. The seams are visible but there’s no gap to fill, and there are holes where the tv wall mount has been removed. The paper has already been painted over. I want to fill the holes, what kind of primer or filler should I use before painting?
 
Are the walls plaster or plasterboard?

If the former, did they use nylon plugs and then remove them?

Lining paper is incredibly forgiving. Naked lining paper can be sanded back so much so that you can hardly see the edge (assuming that you are using a random orbital sander connected to a dust extractor (read: vacuum cleaner).

If the paper has been painted with vinyl silk and has an orange peel effect, you can still sand it but the paint may overheat and you will need to stipple the touch up with a brush.

With regards to filling the holes, assuming that they are only 7mm holes, I would recommend a low water content filler such as RedDevil OneTime. It is a light weight filler. It is unlikely to reactivate the glue under the paper. You might need to do two fills though. I would hand sand it with 180 grit paper.

I know its already been done but I use wallrock lining paper its very thick and 1m wide so there are less joins. I fill and sand the joins as even when perfectly butted up you can still see them. I use Tupret filler and then at least 3 coats of paint and even more coats over the joins and it looks like a perfectly skimmed wall and the joins are invisible.
