fire escape window confusion :-/

I'm confused as to how my fire escape window works!

Tilt & turn handle, from closed turn 90° window opens/pivots into room.
From closed turn handle 180° window tilts inwards.
Might be put in back to front?

Biggest problem I have is locking it safely for the kids, because of the layout I have to lock it completely. I thought I should be able to lock the tilt only mode so I can let fresh air into the room safely but I can't?

Any suggestions?

Just have a search for window restrictor on ebay or google

Window opens inwards so not sure about this one but some kind of a restrictor is an idea.
