Fire regulations building staircase from kitchen

I live in a 1st floor flat and want to build a spiral staircase from the kitchen to an attic room. Anyone know if this would breech fire regs?

Before we consider the regulations, let's say there was a fire in the kitchen while you were in the attic. What would you do?

No that would not be permitted if its a habitable room ie a bedroom. Unless the bedroom had an alternative escape ie an external stair.

It would need a fire door at the top or bottom with protection surrounding the stairs, and/or must not be the only staircase into the loft
