Yes it does.
Spiral staircases are extremely impractical, looking from a 'getting large stuff up and down' point of view.
Not to mention somewhat dangerous IMHO.
Previous posts are correct - it will need building regs consent.

And you may even find spiral staircases can take up more room than a traditional staircase. I think they need an area of approx. 1.6 sq.m to comply.
If you're struggling for space, you could always look at paddle stairs, which are steep and comply with Part K.
