1m thing is rubbish. There is no such stipulation.
Yes you can have the pipe 'live' sitting there. Much like many cooker points are sitting 'live'.

There is a 3/8" MI gas pipe capped 400mm from my Wood Burner no problem with that! we left the pipe in situ in case we ever wanted to convert the woodburner to Gas
