I moved into a house where there was a gas fire on the chimney breast in the front room which I removed and filled in the hole, do I need to install an air vent. There are air vents on the chimney breasts in the upstairs bedrooms.

You still need to vent to prevent damp, the upper vent could be for a separate flue which would have served upper fireplace.

i thought you only had to vent it at the bottom if it was closed over completely at the top, if not you got soot seeping through the fireplace wall at the bottom due to the condensation

The whole idea of venting at the bottom (with a vented rain cap) is to keep air flow in the flue so it prevents condensation.
