The problem with chemicals is that any number of people may have got their hands on it before it was all destroyed. Also that some people know how to make them.

Russia was in chaos when the USSR collapsed and corrupt before. Ukraine is recognises as being corrupt as well. Even mentioned by Boris. The problem seems to go back to how the places were privatised creating a number of rather wealthy people in a system that was probably corrupt before.

What casts doubt on Putin is that he didn't hand over or seem to do anything about the people who arrived and painted the stuff on door handles.

TBH I think bio never really came to anything. Too difficult in several respects. Chemical is way way easier. Nukes even more so but not so tidy.

Chemical went the same way as the neutron bomb as it can be used pretty easily. Other forms of nukes in principle more difficult to use. MAD in effect so those are ok if you already have them. There are "little ones" around though.

Most of the world including Russia went along with destroying chemical munitions stockpiles. Might seem to be an odd thing to agree on but they are a big upset in conventional war and either side could use them. Undesirables may get them too. There were concerns about that when IS types were getting their hands on Syrian weapon stockpiles.
