Don't get excited, I think this proposal is only for competition in validating applications, not in their determination.

One big gripe developers have is not necessarily the time applications take to be determined (eg the 8/13 week period which
most LPAs manage to do most of the time). It is the time taken to validate and register the application in the first place.

As in the public sector generally, the admin. departments in many LPAs are notoriously slow and inefficient, often asking for nonsense reports which could be dealt with as a condition on an approval, for instance.

Can't see it making much difference personally, as it's just tinkering with a clapped-out and useless system, but we will have to wait and see.
 
I can't really see people signing up to do this 'processing' work 'more competitively', but we'll see.
