Fitting a new ceiling light

hi can anyone help please
I want to fit a new ceiling light to where an existing rose fitting is, the rose appears to have L,N,E plus a double black wire going into the connector block. I dont know what the black wire is for, and does it have to connect to the new fitting, if so where?

does the ceiling rose have the following terminal points live, loop, neutral and earth on it?
If you are reconnecting the hew fitting to the the ceiling rose and the wires coming from the ceiling have not been disconnected from the rose, it should be a case of the blue flex of new light to neutral on rose and the brown flex to live terminal on rose.
But isolate circuit first.
