Fitting blinds new build

Hi tried to screw into what I hoped was a wood strap at the lintel in daughters new build but what I can only describe as breeze block behind the plasterboard, approx 25 mm in from front edge so should have hit a strap or dot dab but nothing.
So what do they create window openings with in new builds ?

If blockwork 25mm in would put you on the very edge with the dot and dab unless its insulated plasterboard in which case you are just in foam.
Would face fix to frame.
