He does not seem to have read anything.
If he were clever enough to wire it up properly then he could get a qualified ( 2391 ) electrician to issue a Certificate. Then he could advise the Building Control and they would probably do nothing as they dont have the expertise to inspect it.
Unlike gas where we HAVE to be registered with CORGI, electricians can still issue certificates if they have the test qualifications. Trouble is those people do not have any way of notifying the BC department unless they are a member of an appropriate scheme.
