Fitting shower storage basket

I'm fitting a corner storage basket secured with screws in the shower. The instructions show silicone being used to maintain water tightness, but it's unclear if it goes into the screw hole before the plug, or around the rim of the inserted plug, or even into the plug itself. Any suggestions (other than I should have bought a hanging basket :LOL:)?

No reason why you couldn't silicone the plug and then the screw hole.
 
Make sure you get all the dust out before you put any silicone in.
