Fitting skirtings to brick wall

Would a hammer fixing, as shown below, be suitable for fixing skirtings to brick walls?

I assume a hole is drilled to accept the plug and the pin then hammered in?

Any advice on this, or alternative methods which are quicker then countersinking, screwing and filling would be appreciated.

the hammer fixing you show only grips where the threaded area is the rest is a hollow tube

normal red plugs 8x1 1/4 screws

no nails /pink grip type adhesive

masonery nails

brass cups and 8x1 1/2 brass screws
 
I use masonary nails and (no more nails adhesive) this works as good as drilling and screwing,filling
