Fix bumpy plastering

When we had our extension skimmed it looked like the plasterer had done a decent job. It looked great after it was painted until night time when the lights came on and then we saw a lot of lumps and bumps in it.

This is the worst bit on the sloped ceiling...

Is it possible to fix this as a DIY job as we really don't want the crank back in our house?
