Fixing a border with plaster???

Hi all,

In the midst of decorating our new(ish) house. We noticed in the bedroom there were blobs of something all the way around the top of the wall, so we assumed this was border glue, however upon stripping the wallpaper and paint and having a good go with a sheet of sandpaper and then some paint thinner it turns out that these blobs are plaster!!!!!!!!!!! So someone has applied a border with plaster by the look of it - is it just me or is that totally crazy?

In any event, do you think an electric sander would get rid of this?

yes and yes.

if the plaster is on the surface of the finished wall it will probably come awayeasily anyway, if you are careful. but a sander will be fine.

It really won't come away easily, have used a scraper, sandpaper and also thinner (when I thought it was adhesive)...so eleccy sander seems to be the only option!

What Nige means, is that maybe there has been plaster coving up there at some time? Either way, the adhesive or whatever it is can be sanded away - and a cheapo detail sander (with the end shaped like an iron) will work well here.
