Fixing long posts

Hi my neighbours garden is separated by a higher 3ft concrete walkway.I want to erect fencing using 2.7m 4x4 posts.Whats the best way of fastening them to the concrete.Thanks

Will that takethe wind being so high?
 
Panels are 6' but im putting them at the top of 9' timber posts.That would be 6' foot high from the neighbours side.
