Fixing shed base to decking

Hi, am planning to build a 10x8 workshop/shed onto newly installed decking which levels out sloping ground. The decking frame is solidly built so should be ok but I am not clear as to how I should attach the bottom frame/joists to the decking, conscious of the potential for expansion or contraction of the different timbers? Also have read contradictory views as to whether doc strips needed between the joists and the decking? Any views or experiences welcome. Many thanks

please be aware you total height from the ground level underneath the area where the shed is going assuming within 2m off the boundary is 2.5m to avoid the need for planning
also "on decking" can be con strewed as a raised platform

My garage is on my boundary and is 3.9m, required no planning permission.

if any part is within 2m its 2.5 just because no one complains doesnt make it correct
some people think any part outside the 2m mark is 4m its not any part within 2m it all counts
