Fixings for "hi-load" brackets

Can somebody help me with what fixings would be most suitable to attach these brackets to a blockwork wall:

A screw with a head which comfortably fits the hole in the bracket, and a plug to suit the screw.

Just too expand a little on that last reply, for external use the screws should be suitably corrosion proof and most likely size no.8 or equivalent x 2" in length. These employ the brown code/color plastic wall plugs, internal or the xternaly fixing...pinenot
