flaking bargeboard - best solution?

Hello, the bargeboard around the house is badly flaking off, i am planning to powerhose it off but theres some stubborn areas.

my question is would it be ok just to get as much off, sand down the bits that dont come off, repaint with undercoat then apply overcoat?

Wouls you see the different levels of paint?

Nah, I wouldn't see it.

My mum would have though, spotted it right away.
She'd have climbed up & run her finger along it too
