flat roof question ? shingle ?

a friend of mine has just had their garage roof redone (new ply and felt) but the roofer has not put down any shingle on top, which they had on the old roof.

just wondering if its common practice still for a roofer to put the shingle down ? is it something they should be asking the roofer to come back out to do or not ?
