Hi,

What is the red part on this float valve, is it suppose to let water out when refilling?

The valve makes a foghorn sound when I flush and is very slow to fill.

It would be fitted into the valve if the water supply was low pressure ( from a loft tank for instance) and not under mains pressure.
Fit a complete new float valve to eradicate the foghorn sound.

Just bought the property and its got a combi boiler so i'm assuming it mains pressure now.
 
Always would have been mains ppressure the spare red orifice was just there in case system was low pressure.
As above change complete valve for a new one.

I just replaced the diaphragm washer in the valve which appears to have fixed the fog horn sound
