Flood detection, can it be built in to cars?

After heavy rain, I find I need to drive very slowly at night so I can identify flooding and take the required action, be it wade through or stop and find another route, working out when I am looking at a flood is not always easy.

So self drive cars must be able to identify floods and the like, or they would not be safe, can the same detection be use for all cars, warning of floods before we hit them?
 
Probably based on regulator road floods linked to maps and magic eyes looking for danger like floods.

As for all cars, the technology is big and expensive ATM. Maybe one day when it becomes cheap and compact systems I guess all cars will have it.
Might be safer without human error so driverless is mandatory. Who knows. We won't see it though
